Аннотация
Abstract|A randomized forecasting method based on the generation of ensembles of entropy- optimal forecasting trajectories is developed. The latter are generated by randomized dynamic regression models containing random parameters, measurement noises, and a random input. The probability density functions of random parameters and measurement noises are estimated using real data within the randomized machine learning procedure. The ensembles of forecasting trajectories are generated by the sampling of the entropy-optimal probability distributions. This procedure is used for the randomized prediction of the daily electrical load of a regional power system. A stochastic oscillatory dynamic regression model is designed. One-, two-, and three-day forecasts of the electrical load are constructed, and their errors are analyzed.

Аннотация
The problem of entropy estimation of probability density functions with allowance for real data is posed (the maximum entropy estimation (MEE) problem). Global existence conditions for the implicit dependence of Lagrange multipliers on data collection are obtained. The asymptotic efficiency of maximum entropy estimates is proved.

This paper consists of two parts. In the second part, the management mechanisms for implementing complex projects that improve the energy-saving characteristics of products and technologies are further studied. An incentive model for saving energy in the sequence of projects within a multi-project structure is considered, and an optimal mechanism for this model is proposed. This mechanism includes a planning procedure, penalty functions for the nonfulfillment of plans, and an incentive function for project results. The functioning of the system is treated as a game of the Principal and sequentially connected agents who implement projects. The Principal’s strategy is the choice of a specific mechanism. The agents’ strategies are messages, in which they report to the Principal some information about their parameters, and also the choice of the project results. The information about the agents’ parameters is necessary to calculate the plans based on the planning procedure. At the same time, the agents may prefer not to tell the truth, reporting unreliable (distorted) information. It is shown that the optimal mechanism proposed below stimulates the agents to provide reliable information and also to choose the project results coinciding with the plans. The first part of this paper (see [3]) was devoted to the mechanisms of project assessment and resource allocation; the results established therein are used to propose a project management system for implementing complex projects.

In the first part, organizational approaches to manage the development and implementation of complex projects on the creation of innovative products and technologies for energy-saving railway transport are proposed. Some methods for estimating and classifying projects by the degree of implementability and effectiveness are considered. A resource planning model and a corresponding algorithm for a set of projects are presented.

We study the singularities of multivalued solutions of a quasilinear hyperbolic system with two independent and two dependent variables that satisfies the strong nonlinearity condition. For such solutions we obtain a local left–right classification of their projections onto the plane of independent variables at points of finite multiplicity of rank 1.

Аннотация
The article proposes an original convolutional neural network (CNN) for solving the problem of the automatic voice-based assessment of a person’s emotional state. Key principles of such CNNs, and state-of-theart approaches to their design are described. A model of one-dimensional (1-D) CNN based on the human’s inner ear structure is presented. According to the given classification estimates, the proposed CNN model is regarded to be not worse than the known analogues. The linguistic robustness of the given CNN is confirmed; its key advantages in intelligent socio-cyberphysical systems is discussed. The applicability of the developed CNN for solving the problem of voice-based identification of human’s destructive emotions is characterized by the probability of 72.75%.

Strapdown inertial navigation systems (SINS) are one of the main components of the navigation systems of the drones and aircraft (including autonomous ones), but their readings need to be instanly corrected due to the constant accumulation of errors. This paper comprises the review of existing approaches to using one or more sensors or systems to correct the navigation data of SINS algorithms (herein after – correctors) using integrated information processing. A common disadvantage of the analysed approaches is the lack of flexibility concerning the types and the number of SINS correctors used, as well as the growth of computational burden due to the use of the measurement vectors of all the correctors in the process of forming the state vector of the system. This article proposes the use of the original adaptive scheme based on the selection of the least noisy data, taking into account environmental conditions, for the integrated processing of the SINS and the correctos’ navigation parameters. The essence of the approach is that the state vector is estimated on the basis of the most reliable corrector. This allows reducing the correlation of errors in the correctors’ measurement of navigational parameters, since only the measurement vectors (or vector) with best navigational data signal/noise ratio (received from the corresponding correctors) are used in forming the state vector. Furthermore, the proposed navigational data fusion scheme has a modular structure and greater flexibility in comparison with the loosely coupled systems, and also implies the use of an arbitrary number of correction sensors and systems regardless of the physical nature of their measurements.

Аннотация
The work is devoted to the synthesis of logical control by a robotic arm when unsteady obstacles appear in the working area. For a two-link manipulator, a grip motion control model based on a hybrid automata with a finite set of states is constructed. Using the methods of numerical simulation, the operation efficiency of the obtained logical control algorithm is illustrated.
