Аннотация
A model is proposed to describe reflection and refraction of a moving charge that crosses a tilted interface of a scattering medium and vacuum. A distribution function of a charged particle that is involved in multiple Coulomb scattering in an infinite medium is used to construct the mathematical model. A refraction angle and reflection coefficient are numerically calculated.

Аннотация
The problem of sustainable development is considered from the point of view of the possibility of achieving it using existing approaches in the world. It is argued that the organization and quality of public administration cannot provide a solution to the accumulated problems. Moreover, public administration itself becomes a source of danger to society due to the monopolization of power. Based on the growth of negative trends, the assumption is made about the possibility of social collapse provoked by illiterate or erroneous actions of the bureaucracy corrupted by a oligarchy. The conflictological approach to solving this problem is rejected as untenable. It is proposed to modernize social regulators by means of social shunting as a result of social self-organization processes.

Аннотация
We regard two tightly interconnected problems. First of all we theoretically regard the origin of endogenous instability or volatility of economics system. Then we are trying to reduce this complex non-linear problem to a classical economic non-excludable resource access problem to recognize pure economic conclusions concerning reducing corresponding market failures.We introduce a common notion of a spoiler equilibrium as an equilibrium usually observed in a multy-agent game systems where rational agents compete for a sufficiently bounded resource that is not excludable. Exactly that a situation arises when somebody uses any public facilities (or common goods) starting from classic commons tragedy problem up to traffic jam problem.In that case there is no price but always there are some market clearing variables. We call this market clearing variables as spoiler factors.In the volatility equilibrium model we recognize the same type of resource distribution when instead of price mechanisms that are generally close to Pareto-efficient one faces resource attractiveness diminishing through the volatility, that decreases each argent's integral leverage demand, while the integral leverage happens to be bounded due to equilibrium stability constraints depending on eigenvalues.

Аннотация
In order to provide safety of high-rise buildings, trade centers that are maintained by complex engineering systems of heating and water supply, electricity, ventilation, IT and so on, mathematical models and algorithms of mutually interacting systems suffering from failures or deliberate harmful action were reviewed. Special emphasis is put on a failure consequence distribution in an infrastructure and location of the objects that are most important for proper functionality of both separate engineering systems and the infrastructure as a whole. These models are tested on the example of heterogeneous engineering infrastructure of a science and research building, consisting of three engineering systems. During the simulation, the impact indicator of each node's vulnerability is calculated for each scenario. As a result of the calculations, a critical object was found for the considered engineering infrastructure.

Аннотация
The paper presents a simplest mathematical model of anti-tumor therapy based on dendritic cells. The model describes the stages of developing immune response to dendritic cell vaccine. The model was developed in MatLab-Simulink to conduct a computing experiment (in silico). Effective regimens of dendritic cells vaccine therapy that produce complete elimination of the tumor cells are defined.

A method for stabilizing constrained mechanical systems that is based on the so-called constraint stabilization technique is proposed. It extends the approach that was earlier employed for numerical integration of equations governing motion of passive constrained mechanical systems to the case of controlled systems. In the framework of the suggested approach, control goals are treated as additional constraints, and the controls themselves, as constraint reactions. The application of the method to the problem of stabilizing a wheel rolling along a curvilinear profile is considered.

Аннотация
A robot-wheel with a pendulum, which is described by a system of differential and algebraic equations, is considered. The problem of synthesizing control law is set that brings the system from an arbitrary initial position on a straight line to a given one, with the velocity of motion being limited. To solve this problem, a simpler, "reference," system of differential-algebraic equations is introduced the solutions of which satisfy the given phase and control constraints. Solutions of the reference system are taken to be the set of target trajectories for the original system. The feedback is found by numerical integration with projections of the original system together with the reference one. Results of numerical experiments demonstrate the effectiveness of the proposed approach.

After the end of the Second World War, Europe, and the world in general, was divided rigidly, building physical walls between the East and the West. Physical walls have always had a dual purpose: do not let people coming in and conquer easily, but also do not let people going out and disappear easily. But one of the main problems with walls as physical boarders is that rather than separating people, they can also easily became mental “walls”, dividing people, and encouraging the perceptions of two different and not intertwined words, and consequently the use of “we” and “them” divisions, and of stereotyped categories among people that didn’t know much about each other. Many years have passed since that time, and from 1989, together with a globalization process, many borders have started to fall, allowing for more and more people, goods and ideas’ free movement. On November 9th 2019 it will be the 30th anniversary of the Berlin wall fall. However, East and West division and many walls still exist, even today. Sometimes this division reflect institutions and countries agreements. Sometimes is used intentionally, to differentiate and dominate; sometimes it is internalized in some people‘s perceptions of the world, and on how they behave with others. Sometimes the division involves different countries and people than those who were involved during the Cold War, for instance the division center and peripheries

It’s common knowledge that today’s education is becoming more open and easily accessible; consequently, it is not limited by the boundaries of countries and regions. Moreover, online communication allows the educational processes to transpire irrespective of the territorial boundaries: not only the number of students is growing, but also their cultural identities are becoming more diverse. Nowadays are facing new problems caused by different world views, specific types of educational discourse, various information processing strategies etc. This book describes the prerequisites for development in the area of crosscultural didactics. This approach is based on research studies of differences between mentalities, ways of working with educational information, culturally-specific teaching methods and teaching techniques that determine differentiated approaches to the choice of multimedia technologies in education system.
