The work is devoted to considering approaches to developing scenarios for the growth of the region's gross regional product (GRP) based on models and estimates obtained using regional statistics, as well as the financial statements of regional organizations. Particular attention is paid to the substantiation of estimates of the growth of the GRP, which are of interest for decision- making by regional authorities.

Аннотация
Renewable energy is a driver for developing the global energy market, including Russia. Key approaches to assessing the growth prospects of the renewable energy segment in Russia are discussed. The data of the financial statements of Russian generating companies for the period 2015 2020 were analyzed. The purpose of the article is to assess the prospects for renewable energy business compared with traditional energy companies in the Russian Federation based on a retrospective analysis of the financial statements of independent companies in this sector. Conclusions are made about the overestimated forecast estimates of the investment attractiveness of the renewable energy segment in Russia for 2020. Nevertheless, according to independent organizations in the renewable energy sector in Russia, revenue growth is 44% (at current prices) for the period 2015-2020, while for the traditional generation, it is only 6.3%.

The control design problem for LTI SISO discrete time system is considered. The controller that minimizes the load sensitivity function H ∞ norm, subject to such requirements for the system quality as the stability margin, the noise sensitivity function H ∞ norm limiting, damping ratio and the maximum time constant of the system, is found using the optimization procedure, where the variables form the roots of the closed-loop system characteristic polynomial.

Аннотация
The problem of linear-quadratic regulator design, where a state feedback is supplemented by integral action, is considered. The regulator structure includes a derivative of control to reduce the impact of measurement noise. The application of such regulator for a quadcopter altitude control is investigated. The results of an experimental flight are presented, which confirm the effectiveness of the approach.

Agricultural industry deals with a complex of natural factors with their self-regulation and control mechanisms. There is always a lot of uncertainty and associated risks in natural systems. Therefore, the problem of assessing these risks arises naturally, and their correct assessment is crucial in arid zones especially. The soil resource is a central component in the complex of risk factors. It ensures production stability and significantly affects the forecast of any agricultural project. However, the assessment of the soil resource itself is a complex problem, including dozens of parameters that are rely upon each other and dynamically change. The goal of the study is to solve this problem by developing the instrument for the soil resources risk assessment. There are a remarkable number of studies describing various methods and decision support systems in agriculture including soil resources assessment methods. Nevertheless, their accuracy is still insufficient. Moreover, the most accurate models consider the soil and region's climate so finely that they can barely be adapted to another conditions. This study attempts to adapt the complex assessment method to assess the risks of soil resources. This method works fine in the field of organizational and technical systems management. Its main benefit is an easy-to-construct structure allowing to simultaneously consider the variety of relationships between the evaluated parameters, including those related to the cultivated crop. The authors have modified the method to assess risks to soil resources within a given planning horizon under conditions of probabilistic uncertainty. The paper provides an example of building a risk assessment system for soil resources in arid zones.

The article considers a situation in which project executors apply to the Principal (organization interested in project results) to receive finances. The Principal distributes finances among project executors only when the executors themselves invest their funds in the project. When distributing the financing fund, the Principal takes into account applications for financing projects and the number of funds that the performers allocate to implement their projects. This work determines the conditions activity such system.

The paper considers a mathematical model of drug therapy for glioma without taking into account spatial diffusion. For the glioma model, two control strategies are compared: re-duction to a canonical controlled form, feedback linearization as a control, and application of a block approach using discontinuous controls.

Аннотация
Areas of influence in an organizational system with interconnected agents are considered. The interactions of each agent with others are determined by the presence of losses. These losses depend on the discrepancy between the strategies of the surrounding agents and the desired strategy of the agent considered. The introduction of loss functions allows one to determine the areas of agents influence on a group of neighboring agents. Conditions are studied when the areas of influence determine equilibria in dominant strategies. Keywords—interaction of agents, equilibrium in dominant strategies, network structure, coordination, loss of agents from strategy mismatch, agent's area of influence.
