In this paper, we propose a mechanism for speeding up networked group expertise (e-expertise) and gaining a collective insight, by structuring the information used in the decision-making process in a special convergent way. We have previously proposed the convergent method for structuring information, which is based on the fundamental principles of control thermodynamics, inverse problems, holistic discourse, cognitive modeling, quantum semantics, and artificial intelligence. This paper presents a further development, which considers breakthrough thinking processes and introduces cognitive programming approaches. We use mappings of unformalized cognitive concepts and their connections into mathematical constructions or sets of objects (documents, messages, comments, etc.) as semantic interpretations of the cognitive model. We applied special structural conditions to the set of semantic interpretations. Our techniques can help groups of experts and decision-makers to create simultaneously non-causal and good decisions. The methods have been implemented as software, the e-expertise system, and have been tested on decision-making processes in e-government conditions.

Аннотация
We study an M/M/1 queue with a set of services in undesired states and a desired state. Arrivals are according to a Poisson process with mean rate λ. An arrival enters into desired service with probability θ, otherwise goes to one of the undesired services with complementary probability depending on the environmental factors. When the service time in undesired states exceeds a threshold random variable, the customer is pushed out of the system. Otherwise the customer, after recognizing that the current service is not the right one moves to desired service state. We discuss the case of n undesired services and a desired service.

The paper deals with a relevant problem of optimal placement of base stations in broadband wireless networks along the long highways. This problem is formulated in terms of integer linear programming. The exact solution of the problem as well as the high-speed heuristic algorithm are presented.

Аннотация
An analysis of journals’ rankings based on five commonly used bibliometric indicators (impact factor, article influence score, SNIP, SJR, and H-index) has been conducted. It is shown that despite the high correlation, these single-indicator-based rankings are not identical. Therefore, new approach to ranking academic journals is proposed based on the aggregation of single bibliometric indicators using several ordinal aggregation procedures. In particular, we use the threshold procedure, which allows to reduce opportunities for manipulations.

As it known the optimal policy which minimizes the long-run average cost per unit of time in a multi-server queueing system with heterogeneous servers without preemption has a threshold structure. It means that the slower server must be activated whenever all faster servers are busy and the number of customers in the queue exceeds some specified for this server threshold level. The optimal thresholds can be evaluated using the Howard iteration algorithm or by minimizing the function of the average cost which can be obtained in closed form as a function of unknown threshold levels. The both cases have sufficient restrictions on dimensionality of the model. In present paper we provide a heuristic method to derive expressions for the optimal threshold levels in explicit form as functions of system parameters like service intensities, usage and holding costs for an arbitrary number of servers. The proposed method is based on the fitting of the boundary planes between the areas where the optimal threshold takes a certain value.

This paper deals with a gyrostat satellite in a weakly elliptical near-Earth orbit with small inclination. The gyrostat is supplied with flywheel and possesses electrostatic charge and intrinsic magnetic moment. The gyrostat attitude motion under the action of Lorentz, magnetic and gravity-gradient torques is studied. It is shown that the system of differential equations for attitude motion of gyrostat with triaxial ellipsoid of inertia is reversible with two fixed sets. In the case of a spherical ellipsoid of inertia, the third fixed set occurs. It is revealed that two of these three sets correspond to the respective sets of the generating problem, that is, in the case of a circular equatorial orbit. It is made clear what the families of symmetric oscillations of the generating problem bifurcate and give rise to isolated oscillations. Thus, all periodic oscillations are found for gyrostat with equal moments of inertia on weakly elliptic orbit with small inclination.

The paper is devoted to caching of popular multimedia and Web contents in Internet. We study the Cluster Caching Rule (CCR) recently proposed by the authors. It is based on the idea to store only popular contents arising in clusters of related popularity processes. Such clusters defined as consecutive exceedances of popularity indices over a high threshold are caused by dependence in the inter-request times of the objects and, hence, their related popularity processes. We compare the CCR with the well-known Time-To-Live (TTL) and Least-Recently-Used (LRU) caching schemes. We model the request process for objects as a mixture of Poisson and Markov processes with a heavy-tailed noise. We focus on the hit probability as a main characteristic of a caching rule and introduce cache effectiveness as a new metric. Then the dependence of the hit probability on the cache size is studied by simulation.

A unified approach towards a design of hierarchical models of multiagent systems is described and illustrated by the example of diffuse bomb model. Аннотация: Game-theoretical models of of team building, team adaptation and team learning are considered for multi-agent organizational systems. It’s shown that models of team building and functioning described in terms of reflexive games reproduce the autonomy and coordination of team activity. Team adaptation is considered as the beliefs’ updating under the absence of common knowledge among the agents. In the framework of the joint learning model the optimal learning problem is stated and solved as the allocation of the volumes of works performed by agents in certain time intervals.
