Аннотация
The rationale for the need for continuous monitoring of such an indicator of power quality as the level of harmonic components is given. An approach to the design of harmonic network filters and a method of monitoring their level in the supplied electricity with the definition of the source of their occurrence and increase is proposed.

Аннотация
A new method for constructing fuzzy knowledge bases for controlling a group of unmanned aerial vehicles (UAVs) is presented, in which a multi-valued logic is used instead of fuzzy one. The truth-values scale is not a chain and it generalizes the valuation notion of fuzzy logic.

Аннотация
In this paper, we study 3-dimensional stationary flows of real gases described by Euler equations. As a model of a thermodynamic state, we take the Dieterici state equation. We investigate critical phenomena emerging along the flow of such gases. Namely, the solution of Euler equations in case of source is given and the domains in space where phase transition occurs are constructed.

Abstract—In this paper, novel spectral decompositions are obtained for the solutions of generalized Lyapunov equations, which are observed in the study of controllability and observability of the state vector in deterministic bilinear systems. The same equations are used in the stability analysis and stabilization of stochastic linear control systems. To calculate these spectral decompositions, an iterative algorithm is proposed that uses the residues of the resolvent of the dynamics matrix. This algorithm converges for any initial guess, for a nonsingular and stable dynamical system. The practical significance of the obtained results is that they allow one to characterize the contribution of individual eigen-components or their pairwise combinations to the asymptotic dynamics of the perturbation energy in deterministic bilinear and stochastic linear systems. In particular, the norm of the obtained eigen-components increases when frequencies of the corresponding oscillating modes approximate each other. Thus, the proposed decompositions provide a new fundamental approach for quantifying resonant modal interactions in a large and important class of weakly nonlinear systems.

Аннотация
In his works, V.V. Kozlov proposed a mathematical model for the dynamics of a mechanical system with nonintegrable constraints, which was called vakonomic. In contrast to the then conventional nonholonomic model, trajectories in the vakonomic model satisfy necessary conditions for a minimum in a variational problem with equality constraints. We consider the so-called irregular case of this variational problem, which was not covered by Kozlov, when the trajectory is a singular point of the constraints and the necessary minimum conditions based on the Lagrange principle make no sense. This situation is studied using the theory of abnormal problems developed by the first author. As a result, the classical necessary minimum conditions are strengthened and developed to this class of problems.

The concept of a local infimum for an optimal control problem is introduced, and necessary conditions for it are formulated in the form of a family of “maximum principles.” If the infimum coincides with a strong minimum, then this family contains the classical Pontryagin maximum principle. Examples are given to show that the obtained necessary conditions strengthen and generalize previously known results.

Sufficient conditions for the local controllability of a control system of ordinary differential equations are presented. These conditions are meaningful in the case where the linear approximation of the system is not completely controllable. Second-order necessary conditions for optimality for the problem of optimal control are obtained as a corollary.

Abstract—Interactions between pairs of projects inside the constructed portfolio are considered. These interrelations can be technological, resource, probabilistic, budgetary, etc. The binary probabilistic cross-impact of projects within the portfolio leads to a synergetic outcome: joint implementation of two or more projects can strengthen (or weaken) their resulting effect. The approach to the analysis of such interrelations, their cross-impact (the analysis of mutual influences) is presented in the form of a logistic model. In these conditions, the problem of finding the joint probabilities of the successful technical implementation of innovative projects inside a portfolio sensitive to perturbations of the initial data that are known with a certain error is formulated. The regularized Newton method corresponding to the specificity is used for its solution.
