Аннотация
Human-robot interaction become a trend in robotics and happen in a wide range of situations. This research paper describes human and collaborative robots interaction behind traditional paradigms for robots in a shared workspace. This research shows that humans and robots distributing task in collaborative interaction of multi-agent robotic system. Different methods for distributing tasks on global and local levels in multi-agent robotic system analyzed as part of research work. Characteristics of tasks distribution algorithms are considered. The particle swarm algorithm for task distribution presented as an example.

The development of collaborative robotics as a research area is based on the study of safety and machine vision issues. The process of integrating artificial intelligence into robotic systems is gradually taking place. The process of intelligent robotic automation is based on a combination of machine learning of robots and high vision technologies on the way to interactive intelligent collaborative robotics. Given the lack of barriers for modern robots that work with humans, the issues of safety interaction remain the basic basis, which is considered an integral part of any implementation of new technological solutions. Such intelligent robotic solutions aimed to provide complementing and augmenting human capabilities, not replacing them. To take full advantage of this collaboration between robots and humans we must understand how humans can most effectively augment robots and how robots can enhance what humans do best.

Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Management (EMERCOM of Russia, EMERCOM) devotes special attention to equipping subordinate units with advanced robotics. Despite this, EMERCOM of Russia lacks robotics complex capable of transporting special rescue equipment to emergency zone, bringing medicines to the wounded, and evacuating them to safe areas. This fact reduces efficiency and increases duration of emergency operations: if special vehicles are not able to reach the emergency zone, Russian EMERCOM employees will have to deliver rescue equipment and tools manually, and evacuate the wounded using stretchers on their own. This article proposes a concept of advanced robotics complex capable of carrying out the aforementioned tasks. We do not seek to provide full and detailed technical description of the whole complex. Only its composition, requirements, and peculiarities of power/communications systems, cargo delivery and safe evacuation mechanism, and possible electronic components shall be described.

The rapid development of unmanned aerial vehicles (UAVs) has contributed to a proliferation of multispectral aerial survey technologies and services. Aerial reconnaissance allows to obtain the detailed digital map of the area, including the geographical distribution of radiant temperatures. These temperature maps allow to find out the composition of the objects (figure out type of the material), their real dimensions and size. There are studies concerning processing of multispectral aerial survey images (both obtained in visible and infrared ranges) and selecting the UAV optimal flight altitude for detection, recognition, and identification of monitoring objects. However, the issue of developing an integrated algorithm of UAV multispectral aerial survey for classifying monitoring objects (taking into account the choice of optimal flight altitude and camera’s resolution parameters) still remains open. This article considers the choice of the flight altitude of the UAVs based on Johnson’s criteria for detection, recognition, and identification of monitoring objects. The integrated approach for conducting aerial survey based on mathematical relationship between optimal flight altitude of the UAVs and resolving power of its onboard camera is proposed.

The paper aims to find out how much digitalization can give a positive impetus to the involvement of citizens in public administration, increasing the effectiveness of the use of public funds to achieve the goals of socio-economic development. The authors used systemic and hierarchical approaches, as well as software tools and methods of mathematical statistics. The involvement of civil society in the process of public administration within the framework of community budgeting (participatory budgeting) allows for enhancing the participation of citizens in the online budgeting process, monitoring budget expenditures, and developing state (municipal) programs. The authors propose the best forms of participation of civil society in the practice of community budgeting: project initiation; the discussion and prioritization of proposals; selection of the best projects; the opportunity to participate in the implementation of projects; the open nature of the procedures; public control over the implementation of projects.

One of the approaches to Constructing the functional voxel model (FV-Model) of the topography is considered. This approach allows to get the local functional dependence for each point of the complex shaped terrain on the extended land area. Bilinear interpolation of the values of components of the average normal in the triangulated topographical network vertices is the smoothing functional principle.

Part II is devoted to the formulation of the problem and models and methods of design of optimal logical structures for object-oriented databases used in designing automatic information control systems. The effectiveness criteria used for the problem design are defined by the minimal total time of utilization of databases and service of a given set of user inquires and transactions, minimal total time of implementation of a set of inquires and transactions over the database. Design problems are formulated as nonlinear integer programming problems and effective exact and heuristic algorithms are developed to solve them.

Design of object-oriented databases for automatic information control systems is studied. A formal method of analysis and design of optimal structures for object-oriented databases is developed on the basis of sequential interconnected formalizations of user problem domains, clustering of user information and functional requirements, design and analysis of object models for user requirements and object canonical structure of databases and design of optimal logical structures for object-oriented databases. Methods of analysis of problem domains of database users and construction of effective object canonical database structures in the form of classes, objects, and their relations and satisfying principles of abstraction, encapsulation, modularity, and hierarchy are described.

We apply Dempster-Shafer theory in order to reveal important elements in undirected weighted networks. We estimate cooperation of each node with different groups of vertices that surround it via construction of belief functions. The obtained intensities of cooperation are further redistributed over all elements of a particular group of nodes that results in pignistic probabilities of node-to-node interactions. Finally, pairwise interactions can be aggregated into the centrality vector that ranks nodes with respect to derived values. We also adapt the proposed model to multiplex networks. In this type of networks nodes can be differently connected with each other on several levels of interaction. Various combination rules help to analyze such systems as a single entity, that has many advantages in the study of complex systems. In particular, Dempster rule takes into account the inconsistency in initial data that has an impact on the final centrality ranking. We also provide a numerical example that illustrates the distinctive features of the proposed model. Additionally, we establish analytical relations between a proposed measure and classical centrality measures for particular graph configurations.

The paper describes a special case of a base station placement in wireless network with linear topology. Each station is equipped with access point (for example IEEE 802.11) that is used by the objects to send their data via the network, and with a relay equipment that allows the station to connect to the neighboring stations. Each station is described by the coverage radius and the communication radius to other stations. The goal is to determine such placement of the stations which will maximize the total coverage on the linear section by the given set of stations. Two formal problem statements are described and analyzed: the statement in the extremal combinatorial form and the formulation of the problem as a mixed-integer linear programming model. The main result is the development of a special branch and bound algorithm for solving the problem represented in the combinatorial form. The results of a comparative computational experiment by three approaches: by the brute force method, by the branch and bound algorithm and solving the problem in the form of the mixed-integer linear programming are given.
