Аннотация
The paper proposes the statements of a system development control problems under the influence of external environment using the SWOT-analysis on the cognitive model of the situation and the general scheme for their solution. The scheme of strategic monitoring of the system development with inclusion of these problems is presented. The example of development problem solution for the enterprise with environmentally dangerous production is given.

Abstract For early detection of the threat of a cascading failure we need to use the immune information system, the main subsystem of which is a virtual stability analyzer. We propose to implement the analyzer by usage of discrete linearized models of energy systems and apparatus of Lyapunov direct method, based on the study of discrete Lyapunov equation solutions, called Gramians. The functional of stability loss risk is equal to the square of H2-norm of the matrix transfer function, which is proportional to energy of the system. We propose to use a functional risk assessment through spectral decomposition of controllability and observability Gramians for evaluating of the energy accumulated in combinational dominant eigenvalues of the system. In comparison with the method of modal analysis the proposed approach allows to evaluate the impact of synergies between weak-stable eigenvalues and their combinations to the system stability loss risk and to detect the potential source of stability loss.

We propose a new method for the small-signal stability analysis of power systems based on the spectral decomposition of a square H2 norm of the transfer function. Compared with the dynamics of H2 and H-infinity norms of the transfer functions, the analysis of the behavior of individual eigen-components allows the earlier identication of the pre-fault condition occurrence. Since each eigen-component is associated with a particular eigenvector, the potential sources of instability can easily be localized and tracked in real time. An important class of systems operating under the pre-fault conditions near the boundary of stability is considered. We demonstrate that in such cases several ill-stable modes can increase the system energy up to a critical level much earlier due to their synergetic effect. In particular, an ill-stable lowfrequency mode can act as a catalyst increasing the energy in the system. An illustrative test for the stability analysis of a real small power grid at Russky Island is provided.

Abstract In this paper the functional modeling (FM) method developed for efficient solution of simulation, planning and control problems in large power systems and interconnections is presented. According to the FM method a power system is represented by hierarchical model, consisting of systems of equations of subsystems (lower level) and system of equations of higher level, in which only boundary variables of subsystems are present. Combined with Subgramian calculation this approach forms the basis for hierarchical distributed control system.

Аннотация
A new approach to the controllability and observability properties, based on controllability and observability matrices links, is considered. The approach is based on matrices A, Am integrals expansion Lemma and properties of the matrices function convolution in complex plane. Coefficients of characteristic equations and Faddeev's matrices in the resolvent expansion of the system dynamic matrix play a dominant role in matrices integrals expansion forming. The gramians expansion on dynamic system matrix spectrum provide a new notion for the solutions of the Lyapunov and Sylvester equations. The results are illustrated by the example for two-zones furnace control.

Аннотация
This paper presents the principles and foundations, on which construction and functioning of distributed system destined for optimal control of large power interconnections. Such power interconnections consist of power systems of independent countries and independent markets of electricity. Solution of optimization problems in large power systems according to these principles is carried out as coordinated solution of optimization problems of two levels: optimization problems of subsystems on lower level and optimization problem of upper level – determination of optimal power flows between subsystems. This organization of solution of optimal operation problems forms the basis for creation of efficient distributed control system providing global optimality of large power interconnections and self-determination of independent power systems. Structure and functioning of this control system are also presented in this paper.

A minmax problem statement of a problem of the parameter identification of the input/output mapping of systems is considered, based on the entropy (in the Shannon sense) of the identification error. Using the entropy based approach, a Gauss closeness measure is proposed, that simultaneously may serve as a simple test for the normality for any continuous probability distribution, suitable for applications within depended observations. A case study is considered, with confirming the full practical suitability of the theoretical considerations of the paper.

Transient response of linear systems with non-zero initial conditions was at the center of attention for engineers and researchers at early stages of classical control theory. However this field was not intensively investigated later. For instance, the breakthrough result on unavoidable peaking effect for systems with strong damping factor was obtained by Izmailov in 1987, but it did not attract much attention. We try to continue this line of research and provide explicit worst-case lower bound. Then we exhibit large deviation effects for other pole locations and estimate lower bounds for them. The upper bounds for deviations of trajectories are much better studied; to obtain the smallest deviations by static linear feedback the techniques of linear matrix inequalities can be exploited. We demonstrate that for such closed-loop systems the upper and lower bounds have the same asymptotic behavior.

Single track segments are common in various railway networks, in particular in various supply chains. For such a segment, connecting two stations, the trains form two groups, depending on what station is the initial station for the journey between these two stations. Within a group the trains differ by their cost functions. It is assumed that the single track is sufficiently long so several trains can travel in the same direction simultaneously. The paper presents polynomial-time algorithms for different versions of this two-station train scheduling problem with a single railway track. The considered models differ from each other by their objective functions.

Аннотация
We consider a problem of the astronaut training scheduling. Each astronaut has his own set of tasks which should be performed with respect to resource and time constraints. The problem is to determine start moments for all considered tasks. For this issue a mathematical model based on integer linear programming is proposed. Computational results of the implemented model and experiments on real data are presented.
