Аннотация
The report implements the initiative round table on the theme "Convergence of professional, scientific and educational network communities and prerequisites for its implementation: a collaboration of intellectual processes and investigations of advanced technology precursors". The target setting corresponds to a new project focused on a comprehensive discussion of issues of formation of digital socio-economic environments and assessment of the quality of life of the Russian population on the basis of conceptual models of integration, collective expertise, and convergence of professional, scientific and educational network communities. The aim of the new project is to ensure interdisciplinary interaction of groups of researchers in the interrelated fields of sociohumanitarian and natural sciences. The thematic area of the project is "Theoretical and methodological aspects of the formation of digital socio-economic environments based on conceptual models of integration, collective expertise, and convergence of professional, scientific and educational network communities in the conditions of the digital economy of Russia and the evolutionary self-organization of the information landscape". The main content of the project is the development of an original digital platform. In this regard, interdisciplinary research and development in its fundamental basis are directly aimed at the implementation of effective management of the socio-economic environment of professional, scientific and educational network communities (professional social network of research teams) in the transition to digital, intelligent 110 production technologies, new materials, by creating original tools for search, collection, storage and processing of pertinent information resources in modern conditions of rapid development of bioinspired technologies. At the same time, the complex studies (in the presented problematic issues of the initiated project) are determined by the internal logic of the development of socio-humanitarian and natural sciences. This work described by the context of the problem of ensuring the humanity readiness for big challenges, taking into account the interaction of man and technology, social institutions at the present stage of global development.

The information about hypocenters is essential for engineering tasks to predict a danger created by earthquakes. A nonlinearity in the earthquake location problem, a one-sided distribution of seismic receivers lead to a search of solutions improving hypocenter location accuracy. The original earthquake location method has been developed by using a physical and geometrical representation of the time difference between first signals from seismic waves registered by three different receivers. Data processing is performed applying algorithms of a computational geometry. The solution error is formulated in terms of an analytical geometry. Thus the method differs from traditional approaches, which are based on a standard statistic error. Taking into account the promising testing results we guess that the geometrical method can be as an additional computational technique or as a tool to get the trial hypocenter, which is an input parameter of standard software for hypocenter determining.

Modern information and telecommunication technologies allow not only to provide information required for training students in electronic form, they promote changes in educational process. The electronic information educational environment provides the necessary mechanism for implementing student’s individual trajectories of training. Depending on his or her learning progress the process can vary from basic to intensive, with changes in volumes of information provided. One of the approaches to developing an adaptive electronic educational course is described in this paper. The tree of concepts mastered by students is considered as a basis for knowledge component organization. The tree of concepts will allow not only to organize theoretical material of the course in the form of the separate blocks of educational information intended for studying but also to determine a necessary and sufficient set of questions for testing students.

Mathematical methods for the analysis of stability, stabilizability and consensus of linear multiagent systems with discrete time are described. The basis of these methods is the idea of using the notion of joint / generalized spectral radius of matrix sets for analyzing the rate of convergence of matrix products with factors from matrix sets with special properties. The work continues the review of the authors "Consensus in asynchronous multi-agent systems", the first part of which was published in №4.

We consider the nonparametric estimation of the univariate heavy tailed probability density function (pdf) with a support on [0,∞) by independent data. To this end we construct the new kernel estimator as a combination of the asymmetric gamma and weibull kernels, ss. gamma-weibullkernel. Thegammakernelis nonnegative,changestheshapedependingonthe position on the semi-axis and possess good boundary properties for a wide class of densities. Thus, we use it to estimate the pdf near the zero boundary. The weibull kernel is based on the weibull distribution which can be heavy tailed and hence we use it to estimate the tail of the unknownpdf. The theoretical asymptotic properties of the proposeddensity estimator like bias and variance are derived. We obtain the optimal bandwidth selection for the estimate as a minimum of the mean integrated squared error (MISE). Optimal rate of convergence of the MISE for the density is found.

We review the results of different-scale airborne geophysical survey performed in the territory of the Republic of Rwanda. Such parameters as the modulus of the magnetic field vector, electromagnetic sounding data in time and frequency domain, as well as data from a gamma-ray spectrometer with a total scintillator volume of 32 L were continuously recorded during the flight. The software automatically performed the necessary navigation management on a real-time basis. Automated execution of flight tasks allowed to exclude an operator from the surveying process. It took only 6 months of field works to perform the survey at a scale of 1:50,000 over the area of 26,000 km2, as well as detailing works. The total workscope amounted to 57,718 line km. Maps of anomaly magnetic field and its local part, apparent resistivity maps for the most informative frequency and time channels, Th, U, K concentration maps and Th-K ratio maps have been prepared for a short period of time. Based on the results of map interpretation we selected prospective sites for further study. Detailed airborne survey was performed for 5 sites, and ground geological and geophysical survey was performed for 3 sites. Based on the detailed survey results we selected new local objects associated with quartz-magnetite veined mineralization, dyke bodies, and mafic rock intrusions. Multiple pegmatite intrusions were identified. The information about magnetic, electrical and radiometric characteristics of rocks allowed to reliably classify the identified anomaly objects.

The paper is devoted to a cosmonaut training planning problem, which is some kind of resource-constrained project scheduling problem (RCPSP) with a new goal function. Training of each cosmonaut is divided into special courses. To avoid too sparse courses, we introduce a special objective function—the weighted total sparsity of training courses. This non-regular objective function requires the development of new methods that differ from methods for solving the thoroughly studied RCPSP with the makespan criterion. New heuristic algorithms for solving this problem are proposed. Their efficiency is verified on real-life data. In a reasonable time, the algorithms let us find a solution that is better than the solution found with the help of the solver CPLEX CP Optimizer.

Stabilization of motion of a wheeled robot with constrained control resource by means of a continuous feedback linearizing the closed-loop system in a neighborhood of the target path is considered. The problem of selection of the feedback coefficients is set and discussed. In the case of a straight target path, the desired feedback coefficients are defined to be those that result in the partition of the phase plane into two invariant sets of the nonlinear closed-loop system while ensuring the greatest asymptotic rate of the deviation decrease. A hybrid control law is proposed that ensures the desired properties of the phase portrait and minimal overshooting and is stable to noise. The proposed techniques are extended to the case of circular target paths.

A discrete model of multitransmitter interactions between neurons in a common extracellular space (ECS) is proposed. Neurons in the model are heterogeneous in three different senses. They differ in (i) the type of endogenous change in the membrane potential, (ii) the type of secreted neurotransmitter, and (iii) the set of receptors, wherein each receptor is sensitive to a particular neurotransmitter. The model is characterized by the broadcast nature transmission of the signals: the neurotransmitter appeared in the ECS is treated as an input signal for all neurons with receptors sensitive to it. It is shown that the extrasynaptic interaction of neurons combined with multitransmitter environment enables to reproduce the rhythms generated by simple natural neural networks.

The counter algorithm has been presented to detect pairs of similar numerical strings in order to distinguish between a subset of identical signals and other signals. The pair of similar signals is determined using the matrix of the algorithm. Two elements of the matrix estimate the similarity degree in contrast to the ordinary applied a single value of correlation coefficient. The matching of signal images with the matrix elements has been made on an example of impulse signals. Using this data type we compare the outcomes of two methods: a counter based technique and the correlation method. The difference between the method proposed and the correlation method is discussed.
