Abstract—“Creating and implementing a checklist of questions to improve forecast quality” as a preliminary expert task is considered and solved in the article. A procedure for creating a strategic forecast for heat engineering evolution is developed to serve the basis for the corresponding program. Key matters for working out this program have been posed. The specific forecast features for this scientific field are highlighted. Approaches to solving these matters are discussed. The specific evolution forecast features of this scientific field are identified.
