In the management of complex systems, the problem of analyzing the structures of various pro-
cesses associated with different goal priorities arises. For strategic planning purposes, such structures repre-
sent the relationship between goals and tasks. They form the basis of a long-term plan for implementing the
system’s development strategy, and taking into account the interrelations of different priorities is a fundamen-
tal issue of balanced, consistent planning. The goals and tasks are presented implicitly in one or more docu-
ments of the state strategic planning system. The article examines the problem of analyzing the structural and
semantic characteristics of graphs of goals and tasks using the example of a structure that corresponds to the
formed interconnected set of goals and tasks of the strategic planning document of the Russian Federation.
The structure under study is represented by graphs of goals and tasks for individual priorities. The paper pro-
poses a number of characteristics for assessing the properties of the graph of goals and tasks of the strategic
planning system: the interconnectedness of goals, the balance of the graph of goals and tasks, and the unequal
importance of goals. An analysis is carried out of the relationship between standard graph indices, such as the
average degree of a vertex, the assortativity coefficient, the rank of the adjacency matrix, etc., with the pro-
posed characteristics for the parametric description of the characteristics of goal and task graphs.
