By the time postal money orders were introduced in
1897, there were two states under Russian protectorate - Bukhara Emirate (Bukhara State) and Khiva Khanate (Khorezm State), which were subordinated to the Turkestan postal and telegraphic district. In 1914, the Uriankhai region (the historical name of the modern territory of Tuva) came under Russian protectorate.
