A multi-level regional project management system is considered, in which targets and policy indicators for implementing a set of works implemented at the lower management level (production) are set at the upper level (Center). The problem is formulated of determining the parameters of the production system (performance of executive mechanisms, volumes of resources and efficiency of their use). This allows us to complete a given set of works within a pre-set time frame. We use network modeling and algorithms for finding flows with specified properties in networks with winnings to solve this problem
