An improved approach to the development of road network segments simulation models intended for the road infrastructure efficiency improvement and automation of the control decision-making under different scenarios of traffic flow changes, traffic lights operation parameters, and the organization traffic management as a whole is proposed. An increasing role of simulation modeling in intelligent transport systems operation is noted.
