The main issues of creation and operation of the telecommunications regional network of the Russian State University for the Humanities are considered. The main components of the system that ensure the planning, management and functioning of a higher educational institution in modern conditions are highlighted. The functions of the system, its information and technical support based on the use of the Internet and satellite channels are determined. The directions of modernization of the considered telecommunications regional system are proposed, ensuring its development and effective use in emergencies: sanctions, pandemics, etc.
