The problem of production management of a large-scale holding with representative offices and enterprises located in different regions under conditions of uncertainty is investigated. Sufficient conditions for the synthesis of mechanism of functioning of such a holding with a three-level management system, including hierarchical procedures of machine learning and stimulation, ensuring the use of stochastic possibilities of increasing the production of the holding, are found. The application of this mechanism is illustrated by the example of freight car repair management at Carriage Repair Company.
