The problem of constructing a model for the development of the transport complex as a subsystem of a large-scale socio-economic system for forecasting and scenario modeling is considered. Based on the proposed model, the software for the formation of scenarios and forecasting of the development of the transport complex was developed. This model is used in the strategic management of both the railways of Russia, and the transport infrastructure of Siberia, the Far East, and the Arctic zone of Russia.
