The Article aims to develop a neural model for digital air traffic control. The proposed approach uses the concept of socio-cyber-physical self-organization of distributed organizational and technical systems, whose components are connected to 4G and 5G generation wireless networks. The advantage of the approach is the complex integration of promising analytical management principles and their representation in hybrid intellect.
