Current information and analytical systems (IASs) that dictate a choice of perspective directions to develop newly created products and their most preferred specimens basically use knowledge of experts about the value of estimation indicators. The latter usually serve as a basis for opting the best specimens of the newly designed technical systems. Evaluation of quality and a technical level of complex technical systems in the created IASs often involves value functions (for instance, Fishburn function), which imply that a dialogue with the decision-maker produces information about his/her views on value systems or preference systems, further used to construct value functions. The paper proposes an approach to determine a value function for numerical indicators in the form of an information model in the account of coherence of experts' estimation with the indicators of the technical level of an unmanned vehicle. The method is suggested for predicting reliability of complex technical systems (CTSs) as a basic parameter through evaluation of adaptive digitalization of random processes initiated in IAS computer-based environment. The paper materials may be of service to designers of complex systems at the initial stages of developing thereof in evaluating possible alternatives of CTS implementation, and determining a technical level at all stages of CTS life cycle.
