Effective population health management in modern conditions should be aimed at monitoring, predicting public
health risks and proactively addressing these risks before they occur. The predicted scenarios are the result of a
comprehensive assessment of both health indicators and various characteristics of medical interventions as well as the
possibility of their application. The analysis carried out using the Delphi survey technique showed that WHO FIC is currently
the only available technology that allows linking and using individual and population health indicators, efficacy, efficiency
and effectiveness of medical interventions in a single comprehensive assessment, as well as predicting the medical, social
and economic consequences of various decisions in health management.
