In order to intensify the transition of the state economic complex to the information technology mode, this article considers an approach to the formation of a strategy for harmonizing the development of macroeconomic and microeconomic sectors. The functional model of economic system agents presents competitive knowledge carriers to the labor market mechanisms of human resources formation use the education logistics as a tool for managing the development of production and industrial relations. A pilot experiment on the nature-like educational technologies shows the provision of the GEF and the requirements of the employer.
