The paper discusses, from system positions, the problems of the digital economy and digital platforms in Russia, provides a critical analysis of the DP definitions used in the country and gives the original definition of a digital platform. We suggest a mechanism for creating DPs based on a mathematical model of digital platform clustering. Based on this model, we propose a scientifically sound approach to calculate the need for the experts required for the digital economy
