We consider mechanisms in two-level active systems, where additional conditions of incentive compatibility are imposed on planning procedures and incentive schemes to coordinate preferences of agents and a principal. These conditions ensure plan fulfillment and truth-telling (strategy-proofness). Finally, sufficient conditions of optimal incentive-compatible mechanisms are established. © 2013 Pleiades Publishing, Ltd.

Аннотация
The Brown–LaBonte variation numerical method has been used to investigate the structure and energy of the Néel domain wall (DW) in a thin magnetic film of the Permalloy type. The equilibrium structure of the DW corresponds to the minimum of the total energy and to the Aharoni criterion close to unity. It has been shown that, when moving from the center of the DW, variations in the magnetization occur in an oscil lating manner with a period that increases upon approaching the edge of the DW. At the edge of the DW, the period reaches a maximum value and, in this region, a sharp decrease occurs in the magnetization. In the region of the extended side tails of the DW, a larger gradient of the change is obtained in the magnetization than in the model of a logarithmic variation.

Information models found a wide application in advanced control systems, decision making systems, play a fundamental role in any activity concerned with the signal processing process. In the paper, information identification models in variable structure control systems are considered; a methodology of the synthesis of a variable structure control system is presented, as well issues of the stability of a model built by use of the associative search are considered, in the aspect of the spectrum analysis of the multi-scale wavelet expansion.

Аннотация
The application of symbolic CTQ-analysis for studying synchronization of chaotic oscillations is considered. This approach differs substantially from its analogs since it makes it possible to diagnose and measure quantitatively the characteristics of intermittency regimes in synchronization of chaotic systems and, hence, to analyzer the temporal structure of synchronization. The application of the symbolic analysis apparatus based on the T-alphabet to systems with phase locking and synchronization of time scales is demonstrated for the first time. As an example, a complex system of two mutually coupled nonidentical Rössler oscillators in the helical chaos regime with attractors having an ill-conditioned phase is considered. The results show that the method considered here makes it possible to reliably diagnose synchronism sooner than a phase locking and/or time-scale synchronization threshold is detected.

We present two generalizations of the concept of equilibrium in secure strategies. In equilibrium contained by counter-threats (ECCT), no player can increase its payoff by a unilateral deviation without creating a threat to lose more than it wins. This condition must be satisfied for any pseudo-equilibrium in the generalized sense and, therefore, any such equilibrium must belong to the set of ECCT. The second generalization is the complex equilibrium in secure strategies. The proposed concept allows identifying a hierarchical structure of mutual threats between players and will be useful for the analysis of problems with asymmetric behavior of players. Search algorithms for the proposed equilibria and their examples in matrix games are provided.

Аннотация
The classification and pattern recognition quasi-periodic biosignals analysis set of methods for solving medical diagnostics problems are described. It was implemented as a hardware-software complex (HSC), producing, encoding, recording in the database, visualization and mining in real-time of the biosignal multivariate quasi-periodic characteristics. The consideration is carried out on the example of the radial artery pulse signal processing. HSC includes: a sensor signal, digitizing the analog signal and the software developed by the authors on the basis of CodeGear RAD Studio. The HSC has shown its high efficiency in solving applied problems in medical diagnostics. Including, on the basis of the radial artery the pulse signal rhythmic structure and form analysis results, solved the early hypertension in children and adolescents diagnosis problem.

The report is devoted to the development of intelligent information routing subsystem designed to manage the flow of patients in the provision of medical diagnostic services in a medical facility. This subsystem is one of the important blocks of a patient – oriented intelligent control systems diagnostic and treatment processes in a medical facility (on the example of the neurosurgical clinic). According to the results of collective multivariate examination, the results of data mining expert assessments, and using the foreign experience in this direction, formulated the basic provisions of the adaptive intelligent information routing subsystem concept.
