Two approaches to the calculation of structural management of the technological complex of the economy are considered: consolidated – using the optimizing model of multi-product reproduction and local – using the balance model of final consumption. The models use vector input-output balance ratios, a method for solving bilinear programming problems with additional constraints, methods for such transformations and spectral analysis of technological matrices, and algorithms for finding stable solutions. The justifications of the developed methods and proofs of their correctness are given. The novelty of the models lies in the choice of the productivity criterion, the formulation of the optimization problem with the control vectors of output volumes and prices, as well as in the developed apparatus for calculating macroeconomic indicators and analyzing the results. The models under consideration have been brought to software implementation. Calculations were made using statistical data of the Russian Federation. The results obtained make it possible to evaluate the effect of the proposed restructuring approaches, as well as to compare them.
