The model of fuel intake management in a holding is considered. Responsible manager (the Regulator) controls holding fuel intake. The holding has a service bureau headed by the Representative, advised by the Expert. This bureau has a subordinated unit (headed by the Superintendent) that directly serves the clients of the holding. Neither the Expert nor the Representative knows the minimum fuel intake of the unit. Thus, the Superintendent can manipulate the unit fuel intake to obtain better nomination from the Representative. Similarly, the Representative can manipulate the bureau's fuel intake order to influence the Regulator's decisions. Under these conditions, sufficient conditions are found under which both the Superintendent and the Representative are reducing fuel intake.
