The paper considers the problem of constructing a correct planning mechanism in an active system. Correct mechanisms encourage agents to report reliable data to the Principal and implement assigned plans. The necessary and sufficient conditions for the correctness of the mechanism obtained. There is the optimal mechanism in the class of correct mechanisms.
