The subject of consideration is the model of the technological core of the economic system, mathematical methods of its analysis, as well as the procedures for calculating an indicative plan for the development of the economy. As a formalized criterion for the effectiveness of structural innovations, a productivity indicator of the technological core of the economy is proposed. We formalized the formulation of the optimization problem of finding the equilibrium state, which delivers the extremum of the productivity; developed the method of equivalent transformation of the model, taking into account the achieved value of indicators; proved a number of statements about the properties of the equilibrium state. This made it possible to build a multi-stage process for calculating a trajectory that brings the economic system closer to equilibrium. The developed model uses the intersectoral balance of the national accounts of the economy. The analysis of the model consists in determining the preferred structure of releases at the stages of development of the technological core of the economic system. With the use of strategic indicative planning methods, the productivity of the Russian economy can significantly increase yet at the first stages of the plan. Proposed methodology of indicative plan formation is mathematically justified.
