The sub jects of the research are the tasks, tools and methods of the regional indicative planning, mechanisms and instruments of planning and management of innovation development of the region with a high degree of localization of light industry. Methodological basis of the proposed system of management of innovative development of the region are the theoretical foundations of regional policy, theory of integrated planning territorial socio-economic innovative development of economy of the country and, based on her theory of indicative planning, well proven in developed countries. Practical use of the proposed approach involves stage planning process.
