New methods of regional projects management are offered. The problem of existence of the admissible schedule for a complex of jobs with unstable parameters of their performance depending on the available resources and deadlines is investigated. The decision is based on reducing initial problem to the problem of minimum cost flow in a network. The fields of use of the received results in regional and municipal systems are offered
