Аннотация
Long-term strategic socio-economic planning of the city’s development is the multi-level decision-making process with a high risks. The risk is especially high when it is Science City because a lot of unpredictable and poorly controlled factors are influencing on current and future situation. The factors have to reflect the: global science and technology market dynamic, nuances of domestic and foreign policy, financial constraints, civil groups’ requirements and experts’ opinions, digital technology development changes, and etc. This paper puts forward the approach to reduce the uncertainty of the strategic planning process and decreases the level of risks by structuring the information and citizen’s decision-making processes in a special convergent way. It is provided by applying the author’s convergent methodology of control and decisionmaking that has been created within the Artificial Intelligence frameworks and is based on the methods of inverse problem solution on topological spaces, cognitive modelling, genetic algorithms, control thermodynamic, quantum semantic, and Big Data analysis for cognitive models verification. The approach was verified through strategic planning in state, municipal and corporate management, including cases of creating strategies of socio-economic development of two Russian science cities
