The existing approaches of informatization,
especially by IT-applications, are unable to make an absolutely
essential revolution in social governance that will provide public
administration a on the basis of feedback. The government
having no interest in modernization of existing public
administration. It is suggested to use the informatization
strategy "from the reverse", when the identification of the public
administration system is based on the information that can be
obtained in the process of informatization of the public
administration. Collected data and information can be used to
engage citizens to update the actual social control system. This
type of informatization strategy will be called as "return" or
"reverse" informatization strategy.
